Release engineer allows the creation and/or updating of the unified product structure (CAD structure) from within the web apps (no CAD license or CAD spec machine needed).  

It can also be used to update the information around the unified product structure, including linking specification documents directly to CAD data and updating the metadata (attributes). 

Finally the Release Engineer role allows you to export a quantity rolled up unified product structure (BOM) to a CSV file.
